Regarding Domestic Policy Initiatives
- On-bill crediting: enables residents and businesses to invest in a portion of a share solar facility and receive a credit for their share of energy production from the facility on their utility bill
- Unlimited participation: policies should be designed to ensure that opportunities are inclusive for a wide customer base
- System size eligibility: requirements should not be capped to low to allow for participation in shared solar programs
- maintain economies of scale by allowing low-cost interconnection on utility distribution systems
- Support ownership models: allowing for various ownership structures including direct, third-party, and utility ownership to help maximize incentives and financing mechanisms
- Government policies that subsidize or provide tax incentives for the using solar PV
- consumer gets paid for unused energy sent back to the grid
- encouraging the average person can do his or her part by installing solar panels on their property, i.e. on a roof or a ground mount
Globally:
- Encourage international commitment to curbing GHG emissions via the development of a binding legal (not just political agreement)
- Recognize historical trends and current per capita emissions in order to strike a balance between fairness/equity and safety
- Increase R&D and production in an effort to further enhance efficiencies, thereby, minimizing manufacturing and installation costs
